HIA Deadline by Clinic Type: 2027, 2028 & 2030

When does the HIA apply to your clinic? A visual timeline of the three NEHR contribution deadlines: September 2027, 2028 and March 2030, by service type. Sourced from MOH.

The HIA is phased in three batches by service type: your NEHR contribution deadline is September 2027, September 2028, or March 2030. Find your clinic on the timeline below to see your exact deadline and grant window.

The 30-second version:

HIA deadlines are staggered by service type. GP clinics are first - 1 September 2027. Specialists and nursing homes follow in 2028; dental and pharmacy in 2030. Each batch has its own NEHR Connect Grant window that closes before the contribution deadline.

How to read your deadline

  • Find your service type in the batch above - that batch’s date is when you must start contributing to NEHR.
  • The grant closes first. Your NEHR Connect Grant application window closes before your contribution deadline (for GPs, 31 August 2027 vs the 1 September 2027 go-live). Treat the grant deadline as your real cut-off because late applications are rejected. See the NEHR Connect Grant guide for amounts and how to apply.
  • Work backwards. NEHR onboarding takes up to five weeks, and it only starts once you’re on a certified system with your security gaps closed. Starting a year out leaves room to switch systems if needed.

Two things the timeline doesn’t show

  • Multiple service types follow multiple timelines. If your practice is licensed for more than one service, NEHR contribution and cybersecurity requirements apply on each service’s own deadline.
  • Some licensees don’t contribute to NEHR, but still have a security deadline. HCSA licensees not listed above (e.g. cord blood banking, human tissue banking, emergency ambulance, medical transport) aren’t required to contribute to NEHR, but must implement the cybersecurity & data security measures by September 2028.
